Dear readers!

We are happy to introduce you another (the second) issue of the international informatioan and analytic journal «Crede Experto».

Starting our journal we hoped that it would be really a platform for many educators, teachers, instructors, scientists, managers and methodologists.

We wanted a new educational edition to become a virtual place where everybody could discuss the most important scientific and educational issues, express ones opinion on controversial questions of the pedagogical theory and practice using the Federal Law № 273 «On Education» and the New Federal Educational Standards.

We think that we have succeeded. Articles of many promising authors from the Irkutsk region and other areas of Russia near and far have been published in the current issue and we hope that you will find it interested reader, too.

Our journal issued in 2014 was a response to the changes taken place in the evaluation system of scientific activities achievements of the institutions of additional professional education (the IAPEs).

According to the point 3, part  two of the article 29 of Federal Law № 273 – FL «On Education in the Russian Federation» dated December, 29, 2012 (Collection of Laws of the Russian Federation, 2012, № 53, art. 7598; 2013, № 19, art. 2326; № 23, art. 2878; № 30, art. 4036; № 48, art. 6165) and subpoint 5.2.15. of the Regulation about the Ministry of Education and Science of the Russian Federation proved with a decree of the Government of the Russian Federation № 466 dated June, 3, 2013 (Collection of Laws of the Russian Federation, 2013, № 23, art. 2923; № 33, art. 4386; № 37, art. 4702) in the Order of the Ministry of Education and Science № 1324 dated December, 10, 2013 the activities indexes of the IAPEs that are going to run the self-evaluation procedure are proven. The indexes of the scientific and research activities include:

• A number of citations in the indexed system of citation Web of Science for 100 employees;
• A number of citations in the indexed system of citation Scopus for 100 employees;
• A number of citations in the RISC (The Russian Index of Scientific Citation) for 100 researchers;
• A number of articles in scientific periodicals, indexed in a citation system Web of Science for 100 researchers;
• A number of articles in scientific periodicals, indexed in a citation system Scopus for 100 researchers;
• A number of publications in the RISC (The Russian Index of Scientific Citation) for 100 researchers;
• A number of scientific journals including online journals published by the educational institution.

The Ministry of Education and Science of the Russian Federation recommends the IAPEs to be guided by data of the RISC and international databases during the self-evaluation procedure. The index of citation as well as the h-index and other scientometric indexes are of great importance for each researcher. Our journal makes it easy to improve them.

Since 2011 number of publications and the index of citation have been considered by the evaluation of scientific activities of teachers, single departments and higher education institutions as the most important indexes. Since 2014 they have become priorities by the IAPEs’ scientific activities evaluation.

New Science Projects

Russian Index of Scientific Citation (2005)

The informational system «Map of Science» is developed for the regular and automatic updating of scientists and institutions information. These systems inform about scientific activities, give a statistical analysis of research works and accumulate materials needed for the formation of the Russian research sector including educational institutions.

Any internet user can test how these systems work. For it click on the link of «Map of Science» http://mapofscience.ru/info or «Online Science Library» http://www.elibrary.ru/ and register in a database.

By editing the international electronic scientific and pedagogical journal «Crede Experto», Educational staff of Irkutsk Branch of the Moscow State Technical University of Civil Aviation of Educators Training is planning to take an active part in realization of broad-scale researches, initiated by the Ministry of Education and Science of the Russian Federation.

Citation frequency of an article or a journal determines its rate. However, it is much more important that the impact factor and citation stimulate teachers for making their publications more academic.

It’s very important for us to determine the place of our educational institution on «the Map of Russian Science», the place of our edition in the rating of journals on the impact factor in the RISC in the rubric «Popular Education. Pedagogics».

We understand that getting onto the list «Top 100 journals with a high impact factor on the topic «Popular Education. Pedagogics» in conditions of the tough competition is an ambitious affair. Nowadays, 1080 journals are registered in the RISC database.

We need to make conclusions and realize what we need to do next to make our journal «Crede Experto» demanded/popular and appreciated not only by a scientific community, but also practitioners, so we introduced a new rubric «Teachers of the Irkutsk region present».

On pages of our journal we’re going to consider all the new events related the education of the Irkutsk region. So, in this issue our journal introduces a new rubric «Farm-oriented education as a condition of the country sustainable development in the Irkutsk region».

In May, 2014 the innovative project «Development of a system of the continuous farm-oriented education for the country sustainable development in the Irkutsk region» initiated by the governor of the Irkutsk region S.V. Eroshenko started.

The regional internet-portal devoted to the system of the continuous farm-oriented education in the Irkutsk region (http://agroshkola.irkobl.ru) is developed.

The projects aimed at the solution of practical humanitarian problems are important for the Irkutsk region. One of them is a project initiated by our governor. It’s oriented primarily to the country development, creating the center of the national nutrition protection, as well as increasing country attractiveness for living and working. The Editorial board decided to tell about the project progress and results in the journal. We are waiting for interesting reports on this topic.

We’d like to tell about first goals related the promotion of the journal. Our Editorials are going to register it in the systems of «Informregister» and «RISC». Working on increasing the impact-factor of the journal is especially important.

In conclusion, on behalf of Editorials and our contributors we address the authors and readers to increase the impact-factor of the journal and inform the specialists about articles published in the edition
